Averages, not a forecast. Highs and lows are means of daily maxima and minima. Precipitation includes rain and snow water equivalent.

How to use the month’s packing list

Use the coolest average low on your route to choose your layers. The checklist uses all three cities, so keep a warm layer even when one stop has a warmer high. Every month has precipitation in these normals, so rain protection stays on every list.

Check each city’s forecast close to departure. Average lows are not the coldest temperatures you could meet, and average highs are not a ceiling. Add or remove layers to suit the actual forecast, your plans and how easily you feel cold.

Baltic weather by month: all the numbers

For each city, the high column averages daily maximum temperatures; the low column averages daily minima. The mean column covers the whole day. Precipitation gives the month’s average total, so it cannot tell you how many days will be wet.

What changes through the year?

July has the highest average daily high in all three series: 22.2°C at Tallinn-Harku and 23.8°C at both Riga LU and Vilnius. July’s average lows are 13.1°C, 14.9°C and 13.6°C respectively. A light warm layer still earns its place.

January’s average lows are below freezing at all three stations. The checklist therefore adds warm layers, a hat, gloves and warm socks. These are packing suggestions based on the numbers, not a claim that any particular day will have ice or snow.

Summer is not a reason to leave rain protection behind. July precipitation is 82 mm at Tallinn-Harku, 80.1 mm in the Riga city summary and 92 mm at Vilnius. Those totals cannot tell you how many days of your trip will be wet.

Sources and method

All figures are published 1991–2020 normals, retrieved on . We transcribed the monthly values without estimating missing months.

Riga’s city summary and Riga LU station are separate series. We retain the city-summary mean and precipitation used in our seasonal guide; we use the named station for the daily highs and lows. Do not average the high and low to reproduce the published mean.

The January and July means match our seasonal weather page: Tallinn-Harku −2.9°C / 17.6°C, Riga −2.2°C / 19.0°C, and Vilnius −3.7°C / 18.5°C. The July precipitation figures match too.

These are city or station normals, not national averages. Packing lists are our interpretation: warmer layers for lower lows, lighter clothing for warmer highs, and a waterproof layer in every month. Footwear suggestions allow for wet conditions; the tables do not measure pavement grip, wind chill or snow cover.
